Captain Fred Elsis is the owner and operator of True Headng Marine Surveying and Consulting. He has been serving the Northern Virginia, DC and Maryland areas since 1990. With over 35 years of boating experience and over 15 years as a volunteer with the United States Coast Guard Auxiliary, Captain Fred will not only take you through an extensive survey he will also give you full explanations on hull construction, electrical and mechanical systems, sea trial activites, legal requirements, maintenance and seamanship.
